What is the best venue to buy rugs under $1,000?

Happily, I still have a few rooms without rugs! I would like to know what people think is the best venue for buying relatively low-cost hand-made wool rugs.
I have used Craigslist so far but recently had a not so good experience. As my knowledge of and interest in rugs increases, I realize there are a lot more elements to be attentive to. Sometimes the viewing circumstances for rugs on Craigslist are not ideal, and the seller may not know/tell about the rug.
I like the links to reputable stores which some members have posted (KAD posted a wonderful one a day or two ago) but I hesitate to buy something I have not seen. Do you find photos are a good preparation? Also, do you find yourself returning rugs bought online after living with them a while?
I suppose my ideal venue would be a local store, but prices are usually out of my reach.
I am setting a budget for $400 on Craigslist and $1100 for stores. Do you think this is realistic for larger rugs: 8 X 10 or 9 X 12?
I haven't tried eBay and would like advice on that also.
So far, I have bought one flat-woven smaller rug, from a rug store, which I instantly loved and still love.
I bought an old Baktiari kellye from Craigslist for $125, it was my first rug. I thought I had made a big mistake but I cleaned it with a toothbrush and while I improved the appearance a little, I got to know it very well and now I'm very attached to it. It is no great beauty but it responds well to light and is very eccentric.
I bought another large thick piled rug from Craigslist, the identity of which I will have to verify here. It is a white Shah Abbas, with thin blue, green, and blood red design, very plush, with a nice fringe, I think it's probably Indian. That was well within my Craigslist budget.
To cut a long story short, I am very interested in color, Turkish rugs (though I don't have any), kilim, also good pile, generally rugs in good condition (at this point, I definitely have wide taste). I prefer rugs that have some personality. I also prefer sellers who know the rug and who will tell me about flaws upfront.
I see rugs as a relationship, not only between me and them, and me and them and the house and the people who live here, and the light, but also between me and the people who sell them, and most importantly (and something still to be learned) the people who made and make them. I don't have much money, and I do have a cat, and a fairly rough and ready house. I want to enjoy the rugs to the maximum and not to be over-worried about them.
Any advice regarding best points of purchase for my budget and values would be most welcome.

I think you can find nice good quality rugs within your budget. As you probably know, there are rugs for $100 as well as $10,000 - it all depends on what you buy and the quality. I would also recommend you to inform yourself well about the rugs you want to buy. The same rug can have a price varying from 1 to 5-fold depending where you buy it. Ideally, you need to ask for references of the seller, and speak to some other customers that dealt with that seller.

Thank you very much! Your policies sound excellent. I have already been enjoying your blog for a few days, since you posted a link. As you can imagine, I would love to visit your shop in Cappadocia. It would be heaven. Believe it or not, I once had a job assisting in the selling of rugs in the Grand Bazaar in Istanbul. I can hardly believe it myself. It was a strange time, during the Kenan Evren coup. I would have been very surprised to have known then that 30 years later I would become obsessed with rugs. Perhaps I could have taken a short cut through my life by sticking with that job a lot longer. Anyway, I have an old Victorian house now, with largish open-plan rooms and high ceilings, so I'm looking for 8 X 10 and 9 X 12 sizes. I've noticed that those sizes make the rooms look even larger and provide a lot of floor space for children to lie on. Maybe some day I will walk into your shop. Until then, thank heaven for the Internet!

This is a good thread. I have a feeling there's a lot of people (myself included) who are buyers like huruburu. I'm also in the market for a 9x7' or so rug (max budget of $800) and check craigslist and ebay regularly. Craigslist is appealing because it's local/no shipping, and I feel if you're patient enough you can find a hidden treasure. And as far as Ebay goes it seems like there are really good finds there as well, with many sellers offering free shipping. But it's a gamble because you can't see what you're getting and I read of all the ebay horror stories on here.

As far as local shops go, all the prices really seem inflated based on the pricing I see on here. So I've made my mind up just to be patient until I find that right rug.

Huruburu - I am happy to see you enjoy my blog. I didn't have that much time writing these days, but have plenty to say :) This forum helps me as well to see what may interesting to talk about or not.

I agree about your criteria of choosing an 9 x 12 size - if you have space. Actually, we are taking some photo shoots this week and will be uploading lots of new rugs on our site in the coming days / weeks. Hello Huruburu,
I've been following the most recent discussions and I thought I should jump in. I sell rugs, mostly semi-antique Persian and Afghan rugs as well as newer large Indian-made rugs at the Antiques Marketplace in Putnam, CT. I've been selling there for about 5 years and have developed a loyal following.
The shop is open every day from 10-5 and I'm usually there on weekends. I share a space with another dealer who specializes in antique furniture - it's a good fit and helps customers visualize how a rug will look in their homes.

I have a number of customers from Rhode Island - maybe we'll meet someday!

I understand when you say, " I got to know it very well and now I'm very attached to it", this is my dilemma, now that I've been able to afford better rugs...I'm having trouble parting with my 'old friends'...my house is small, so putting them in another area is not an option. I bought my last rug today, now I have 3 I need to 'rehome'...it's an awful feeling.
