I think you are confusing poorly made with lower density knotting and different technique of weaving. Bijars are known as steel carpets of Iran because they are very densely woven and very hard wearing. There are Bijar Garus, which are well woven but not as densely but have a lot more character.

This is an average density of a densely woven variety and you can take it from there.
Please note that density is only one aspect of the quality of a piece but there are many more factors, like wool, dyes, design,etc.
