The item you linked to appears to be an older American Sarouk and appears to be completely hand knotted. It was not unusual for these type of rugs to have been painted post production so be sure to ask the seller for detailed close ups of the pile, as when the pile becomes progressively worn, exposes more of a "halo" effect from the original painting. Conversely, be wary of an old Sarouk which has been stripped of this paint, as the process of removing this pigment can be quite harsh on a carpet.
The photographs as provided are not particularly effective in showing condition, and the problem with these red rugs is they tend to photograph really well even though they could be in shoddy condition. When the seller states the rug is showing "normal and uneven wear" expect the carpet has some low spots exposing foundation which at best would place this rug in the fair condition category.
Although the photographs are not the best, my guess is that the carpet does have a re-fringe or the fringe has been bleached. I'm more inclined to say that it's a re-fringe because the original fringe of these American Sarouks is rarely ever this white, and if it had been bleached would never be the length it appears to be now unless the rug had been reduced in size to the first guard border, however is not. Re-fringing does not necessarily affect value, however, can sometimes look a little silly if not carefully done.
Figure to ship a carpet of this size from Chicago to SF to be in the vicinity of $70, and don't be surprised if the handling fee brings that total up to closer to $100 for a 9x12. Anything over $175 for a 9x12 would be highway robbery.
Just as a side note, remember Arak rugs are not to be confused with American Sarouks. One of the easiest ways to tell the difference between the two: Arak rugs consistently measure less than 100 kpsi, Sarouks are consistently over 100 kpsi.
