Restore luster to silk rug technique?

A few years ago, our silk rug was cleaned poorly by a professional and seems to have lost its luster. The fibers got kind of kinked I guess, like frizzy hair.

I am finally getting around to doing something about it. A while back, my wife talked to a restorer who said you could tease the fibers back to shape with compressed air and some kind of spatula. She was sort of vague with the details.

Does anyone know what this technique is?

Are you looking for a general photo, or one that would show the damage? I don't think I have the photo skills to do the latter. The color is just duller than before, it doesn't shimmer like it did, and the fibers seem on close inspection to be a little kinky on the tips, like over-permed hair, or maybe like singed arm hair (but that could be my imagination).
