just based on a brief look this is too difficult to say without some time to evaluate since the original selvages and fringe have been removed or redone.

Nick,
looking at the back of the rug, there is an irregular structure for knots and wefts--for a single wefted structure, the single wefts sometime cross two warps and then single warps... I can't tell if the knots are tied across 4 warps or not -- just looking at the structure.
Also, the fringes are cotton-- I would expect them to be wool if the rug was Afghan????. However if the fringes were replaced, then ...
The wool appears to be thin and soft and the colors match many PAKs I have seen. think it is a PAK.
