Well if by Kazak you mean Afghan Kazak then in my opinion its not. But if you mean Caucasian then I think it is one of these new reproductions in probably Armenia, could even be an Ardebil reproduction

Thank you for your response. This carpet has wool warp and weft. Is that something they do in reproductions as well?

Certainly Ardebil about ten fifteen years ago they did it a lot of it. I am not sure about Armenia but it is possible

Shirazi (selvedge), Kilim Ends, Color and wool Quality would not fit Ardebil. Azerbeijan has a production in this style but I personally think it is from Turkey copying a Kazak design.

While the selvedges are multi coloured if that is what you mean by Shirazi selvedge but it appears to me that it is a double selvedge like Caucasian or Baluchi Selvedge but the Ardebil area does do that kind of selvedge and the weave does not appear like a Shirazi weave to me.

Yes, Ardebil has the double selvedge like many caucasian, turkish and Balouchi rugs. Most Ardebil are a bit shorter in pile hight - this one seems to have a higher pile which looks more like the turkish reproductions of Kazak from the 1990´s to me.
