I am no specialist in Baloch rugs so I cannot identify the tribe. The problems of this rug are due to production and maybe a unprofessional wash in the past. These rugs (basically all Afghan rugs) on wool warp have these problems - some more some less.

Wool is a natural fiber. Like your hair or your cotton shirt. Creases and folds can be gotten rid of. If it was mine, and I know the type of rug (I like this one a lot by the way) I might try ironing it and then laying some books on it for a few days. I bet that would work. A hint of damnpness might also help, not wet, but like you would if you were steam ironing a shirt. Then hang it to air so it gets flow through both sides.
