Depending on the weave (we'd need a picture of the back to tell), a rug like this would be $2K-$4 in good condition. Repairs would cost more than that in this country due to the cost of labor. What could be done is to have the edges with the holes cut off and then bound. To give you an idea of costs, we charge $12/linear foot for hand binding in our area. Still, though, when you factor in all of the edges and cost, you may not end up with an end product worth all of that because you'd essentially have a cosmetically nice, but condition-wise damaged rug (like a pitcher without the handle that is now used as a vase). You could patch the rug, but still, you'd need to put a sofa over the patches because they won't look great.
