Condition looks ok from the pictures. It is not a Kashan. It is handknotted in Iran, it is a real persian rug. It was made in the city of Mashad or made in Kashmar using Mashed design. Both is possible. Design looks more like Mashad, knots look more like Kashmar. Both cities are close together and are located in the east persian district Chorassan. Rug is not a high end production from this area, it is rather lower quality (this does not mean it is a bad rug, it is just not so fine!)
If the seller is not asking too much, it is a good rug to beginn with. If the seller is iranian, he must know what I wrote to describe the rug. Then he is trying to sell the rug under wrong label since Kashan rugs are usually more expensive, and you should confront him with what I wrote. If seller is not Iranian, it might be a mistake and seller does not know better.
