why would a rug be all hairy like this on the back?

I am still in search of a good Kashan (or Ardakan) medallion-design, with a lot of blue, and found this on Craigslist.
I asked for a photo of the back and got this woolly close-up. I'm not used to seeing so many fibres.
Can anyone advise?

Yes. Poor Indian wool. The rug has been pulled over the ground, the shriveled wool teared.

Do you have any opinions on the price?
I have been looking for a rug for the library of my rough-and-ready Victorian house. I bought a Kashan off Craigslist for $900 two weeks ago. But then, on living with it, I noticed it had been reduced at both ends, and this was confirmed here. Also, it's an Ardakan. I could live with both factors, though the amputated ends get to me, but I'm not confident now that there may not be other problems; also I think the price is too high. So, although this (rather generic, I know) style actually suits the room well, I am returning it.
I am continuing to look on Craigslist, rugman.com, and eBay. I have no experience of the latter two.
The current posting is my next possible shot. What do you think? Would it be a let down after even a mutilated Ardakan?

Ask the seller to e-mail you some close-up photos of the back (with a quarter on top) and of the fringe. Ask if there is any damage at all (worn areas, repairs, moth holes, stains or dry rot). Some will not send the photos (I usually won't deal with them), but others are real nice and will supply the better photos (Craig's list the pictures are always too far away).

Oops, I thought you were talking about a different rug...I have one that is made of coarse wool, but the design is simple and the rug is thick. I think I'd pass on this one, take some time, there is deals to be found, if you don't rush it.

It is a indian rug that has some Kashan design in it. Nothing breathtaking, would not go over 400.00 on this rug.
