This is a Turkish rug with a cotton foundation and a wool pile. Interesting and somewhat unique pattern.

Im not familiar about the origins but the design is definitely a prayer rug similar to the ones found in mosques. Beautiful colors and interesting design though. I might be wrong but the design on the border seems like inscriptions (calligraphy) or may be its just a pattern.
Hope that helps.

It is a very typical Kayseri row prayer rug. This design is called SAPH. It is made in Turkey. Warp and weft are cotton, the pile is Viscose, therefore it looks like silk and is sold as silk rug (which it is not).
