The history of the Turkish language is complicated - at one stage three different (main) languages were used. One was used in every day life, another for creative writing and poetry and another for law and (I think) religious texts.
Prior to 1940 Arabic and Persian text would be common-place. If you visit Istanbul you will notice Arabic text on many of the buildings' carvings. The Koran is also written in Arabic so it wouldn't be unusual - they don't write/speak Arabic in most of Iran either.
