Is anyone familiar with this practice?
I'm not interested in these rugs for purchase but it's a new (to me) description/explanation

The link doesn't work anymore, but I thought I'd chime in with some info that might be related to what I think must have been in the link.

A while ago, and in rare cases, rug manufacturers would make just a corner of a rug in order to give an example of color, style and weave to prospective buyers (usually in Heriz). Sometimes this was referred to as a sampler. The market for samplers is not all that great because you can't really tell if the rug was woven as a sampler from the start or if it was cut down from a larger rug that was damaged.

In order to capitalize on the novelty of this idea, some rug sellers have cannibalized old, damaged rugs and created a rug consisting of four separate rug corners. It looks cool and can work with an interesting story, but they do not really have wholesale value.

Interesting.

I've noticed on e-bay some Turkish sellers sell "patchwork rugs" and "patchwork kilims", made from old rug parts. Again, their resale value is probably negligeable, but I somehow like the idea of recycling rugs, just as I like rug-pillows made from salvageable bits of worn rugs. Here's an e-bay example:

I imagine in a modern or contemporary designed room, these can be quite effective.

It is a trend that is opening oriental rugs to poeple who did not like rugs before. The idea of using old rugs stitched together showed up in lager numbers about 5 years ago. Most of them come from Turkey, sometimes dyed in trendy colors. I had seen rugs dyed in dark green, pink, lavender and so on. Nothing for traditional rug shops, but interieuor designers seem to love them.
