I don't see why a rug couldn't be all of these: a certain percentage of the Iranian population is Arab (their Arab minority), and "Arab Beluchi" is a term generally used to describe a certain kind of Beluch rug, see e.g.

The advertised rug seems to definitely be antique (pre-1910), Beluchi, Camel hair and heavy pile. Whether it is Arab Beluchi, I couldn't say without seeing it in the flesh (in the wool, rather). But it seems not impossible.
The price is a different matter, I agree.
