There is no way saying anything useful without having photos of the rug. (Or at least the reliable description of various specific features by a rug expert, alternatively.)
Oushaks are originally Turkish rugs. For some reason, they have become "fashionable" and cheap versions of them are knotted in various other places, including Pakistan, India and Iran. There are machine-made and hand-knotted versions, and very crudely woven contemporary ones, and relatively finely woven ones. The value varies enormously with these factors.
