Is this rug reduced in length?

This is my first post to the forum.
I would like to know if you think this rug has been reduced in length.
I bought it as a 9'9" X 13' 1970s Kashan.
It has thick pile and little sign of wear.
That said, I am new to rug buying.
The long sides are finished with thin navy/yellow/red stripes, and a half-inch navy border. The short sides don't have this. I have attached some pictures of the corners. Also, the fringe is rough and dingy.
Do you think the rug has been reduced in length, or is there another explanation for the discrepancy?

slight color run and a missing outside stripe. no good for value. these rugs are never high value tho. how much did you pay?

Thanks for your reply, Rug Pro. The price was $900 but I can still bring it back. Do you think it has been reduced in length? I am in the early stages of learning about rugs, and grateful for this forum.

I'd return it. Looks like they shortened it, the design is 'cut off', I'm not an expert (no where near one), but visually this rug looks wrong on the fringe edge (this is the side that gets damaged first, usually). As I'm learning, don't jump in too quickly (unless you really love it), great to have the option to return.

The rug was reduced by ca. 10 rows of knots. It is a quite durable quality, but nothing of high value. The design is Kashan, but the rug was made in the city of Ardakan. It is a cheaper copy of the better real Kashan rugs. Around $ 900 for this size is not a rip of, if the rest of the rug is ok so far. But if the edges are worn like this, it is a sign that there might be some more problems that are not so visible right away to a beginner. For a real good qualtiy Kashan rug in this size you should calulate at least triple of what you payed.

Thank you so much, KAD. This has given me the courage to return the rug. There is a lot to learn. So far, it takes me time to know a rug. On the basis of observations when I have the rug at home I am building knowledge about problems to look out for. Before buying, I did not know that rugs could be very different in width, top and bottom; or that rugs might be shortened due to wear.
I'm also learning a lot here.
