question, is this 'painted', and what would you offer...i think it has some issues, but is lovely...

It is pretty. I just learned about how painting is done and some telltell signs from this forum. I had heard of painting, but didn't know what it was (O'Connor).

age seems about right. end loss, heavy wear - may be uneven. I would offer 400 if they say it's supple with no dry areas. I know it sounds low, but it could have holes and the end may need work. There are not enough images shown to justify much more. does not look painted
