Nathan's spot on with attribution I think. Could be older than 60, but probably not too much. Replacement value on a worn rug like this is fairly low, but the age may help.
Insurance would probably be around 1K tops, probably even a little lower. Retail you wouldn't really find a rug this used, and private party would probably be a couple hundred. This all is assuming there are no splits, dry rot, serious repairs, etc.
Newer ones in really good condition are pretty inexpensive too. I've seen some really nice examples with very high grade wool around 4k for a 9x12, but these are the top of the top. Mint condition, good age and really choice pieces.
