I do not know for sure if this is Persian. My guess is that it probably is, but also the motif and design elements look there's a possibility this is from another area. I have seen rugs from Cherkez that have similar type of wool, knots, design, etc... the "turtle" border design may allude to bidjar, although they are very stylized in this rug which again may point to a different NW Iran rug.
Overall it's a very attractive little piece.
1: I would not stop calling it a bijar design because it is very similar in many respects. It is not entirely uncommon for some bijar rugs to have animals in them
2: It may be from another area of Iran such as outside Tabriz or slim possibility of elsewhere. The one row of larger knots toward the fringe hint outside of Iran tho.
3: My best guess would be 1960's for age tops. Maybe as new as 25 years, but probably a bit older.
4: I think the animal motif is deer.
