To my eye, this appears to be a
Pakistani Jaldar double knotted rug. The double knotted refers to the knots which are tied around 4 warps rather than two. It takes half the time as regular rugs to make, and often aren't as dense. It does appear to be hand knotted. I do believe the knots are coarser in the rug you linked to than the one we did. They come in several qualities. If they paid $400, I think they got taken for a bit of a ride personally. It may even have some art silk highlights in the white areas, that's not uncommon for these rugs. These are among the least expensive hand knotted rugs to be had, although they do have very good aesthetic value
I wouldn't bid too heavy on this rug without seeing more pics, and condition is very important with these rugs. Shipping is a little high. A rug like this would cost around $15-20 to send anywhere within the continental US with UPS
