It is a new piece with chemical dyes. It is a Persian Saruk but because eBay has banned Iranian goods he is calling it Turkish. Probably cheaper than if you wanted to buy it from a shop in the US First Floor, unit 9 1 Chandos Road London NW10 6NF UK www.sharafiandco.com

I got the following cryptic response from the seller: "double knotted Persian knots and from middle east."
Also should I be worried about chemical dyes. Are these harmful? Sorry if this is a dumb question or were you just stating that the dyes are not natural.
I know KPSI is only a factor but is my assessment correct that the KPSI per picture seems more like 196-225 vs what is stated as 300.

The chemical dyes are not harmful in this piece. It is what is being used a lot in the business. There are just some producers that do natural dyes, as this type of dying is more difficult and takes longer. KPSI is really not a factor in this piece.
