Identification and value of this odd rug

Is this an Oriental rug? The rug measures 58" x 37". With the fringe coming out all over it looks more like a wall hanging? Real curious as to what it is. Thanks

Does anybody have an opinion on this rug? Is it just a folk art piece? Or is it definitely not Oriental? Thanks

I think this is an Indian piece. I don't deal with these pieces but I think it's about $150 a meter in a shop but second hand it will be a lot less.
