I agree with Nick. It's Caucasian and it's a Kuba. I'm identifying it primarily by its border.. I like it.

This is a Shirvan. Shirvan rugs are also called Caucasian rugs. Caucasus is a very large region in North east of Turkey. Shirvan, Kazak, Kuba and many more famous rugs are made in this region. Seller told you the truth.

In the time it was made (1970/80), the designs of various villages were made in larger producing companies in Azerbeijan. Most of them were sold as Shirvan, even if the design was from another village. But the definition as Caucasian Shirvan is ok. Cartona is right about the border.
