90% chance Indian, 10% chance Persian. The things technically that appears to be Persian is the spun and uncut fringe loops on one end, knots are not as wide as India and there is a bit of zanjere which is often Persian. India rarely leaves these like this but these are small, very adaptable details. Every other indicator points to good quality Indian rug early 1990s
