It appears as though this carpet has a newly applied fringe? At any rate, this is an earlier Pak Caucasian carpet, it was likely made in the mid 1990's.

I think you are right, did not notice this, pics attached. Is this rug then an interpretation of a Caucasian rug? From my looking thru books, and just guessing, I thought the colors and design were similar to an Afshar .

Fringe could be original now seeing the more detailed images, although, there are some very convincing ways to conceal added fringe. I now doubt this to be other than original, not that it makes any significant difference for this type of carpet. Design is an old one, afshar is a good guess, the minor borders have a northwest persian feel. Sort of a mix. This would have been a pretty good rug when new.

We bought this rug from a local dealer whom we have known for years. He had it in his shop for many years, it was hanging on a wall out of the way. He said he bought it because he liked it, but did not know too much more about it. Thank you for your help.

The back of the rug looks like a Peshawar rug made on the Pakistan Afghan border in the lasts 20 years or so to me to a old design (mother and child boteh)but the fringe looks indian to me strange a bit of a mishmash as long as you did not pay a lot for it its fine
