Tag says hand made Persian rug

I picked up this rug over the weekend for 5 dollars mainly because of the colors. But it's only half a rug. Both ends are secured with minimum fringe left. The cloth tag on the back says hand made Persian rug and lists the size to be the half size. Is this odd? Do they actually sell rugs unfinished? Or maybe this was cut? Is it really Persian?

It appears to be a coarse Hamedan rug of no commercial value the way you describe its condition.

Thanks, i assumed there was no value because of the condition. I was just surprised to find a half a rug that seems to be original not cut. I guess this may be common? The colors are bold and very shiny. The wool is thick and soft, but the design seems "cartoonish" or "childish". Maybe unskilled worker or design gone bad. Either way for my 5 bucks, my pup has a comfy new porch rug!

Without seeing the cut it's hard to tell but I would imagine it was severely damaged at one point and shortened.

Hamadan or more likely saweh rug, used to be a runner that was probably damaged as LittlePersia stated. It is not original condition, it was cut off and then newly secured.
