Creepy small mats?

Just came across these today, I forgot I found them at a thrift store a long time ago. I picked them up for my little dogs to sleep on but they both refused. I can only assume the crossed eye girls freaked them out...lol.
They are wool on cotton. Only a guess but maybe a tourist item? Or maybe a child learning to knot rugs?
Any thoughts?

I found them interesting. So by indian do you mean from india? Any idea why they were made in this size? They remind me of something to sell to tourists. I've tried searching the web for something similar but the only thing I've found are the tiny wool rugs.
