From your photo, which I am afraid is not very good, it appears either Indian or machine made. But better pictures especially of the back makes it easier to identify.

Owner wants 300USD for it...I'm hesitant, but, I do like the pattern and color which seem unique.

Well the photo of the back would be good. The wool quality appears to be poor and the rug itself I would not value much. Personally and it is only personally I wouldnt even pay $50 for it.

It's a rug which is made commercially with very low knot-counts in India. These are churned out and made to be sold along side machine-made and modern rugs. They are low value and wouldn't cost more than $300 new at retail.
