Iran doesn't like rugs coming into their country at all, never mind those that aren't Persian. Turkey seems full of non Turkish rugs, particularly if you're in one of these weaving centres where they 'knot the rugs in front of you' - which is another phrase for tourist trap.
We find people who buy a rug in Turkey generally pay about the same price as they would in the UK or US retail, probably getting carried away with the strong sales-pitch and experience. Some get good deals, others buy "silk" that's really viscose or worse, machine-made.
