Help identifying origin and value of Qom rug with unique design

I am considering purchasing this rug from a reputable dealer in Jerusalem who I have known for some time, but his specialty is not rugs. Size is 58" x 40". I cannot seem to identify the design/motif type, but he claims it is a Qom piece and the signature does say "Qom, M. Jamshidi." He had the rug framed several years ago, so close inspection of the selvage/fringe is difficult and I didn't get any photos. Burn test confirmed silk and it appears to be hand-knotted. I estimate (very inexpertly) a 25x34 knots/inch sq. (~800kpsi), but if someone can evaluate based on the photos, I would be appreciative. The seller has come down in price to $3,250, which I am confident can be brought down further since I know he is in a financially difficult situation.

What can you tell me about the design and quality? Can you provide a rough value estimate (realizing the difficulty with it being framed)? Should I be concerned about buying a framed piece without removing/inspecting fringe? I'm a first-time rug buyer and I love this design and the beautiful teal color, but want to make as informed a decision as possible. Thanks much for your insights.

No one wants a rug framed by someone else. It has too many drawbacks - aesthetic preference, and potential damage to the rug if not properly performed. Provided this removes from the frame 100% with full fringe and no issues:

Based on the design knot density and nature of the rug, it is not a bad price. This design is very difficult to make. However, the design works against the rug in my opinion. It is not a normal design appealing to everyone, this is style lends better to overseas markets, not here in the US. Also, the color is not great.

In my opinion, the price is not bad. However, based on the conditions of sale, present presentation, the framing risk, getting into this rug around $1500 would be ideal, maybe $2500 tops. But the rug has to remove perfect no issue and this is work. if it is mounted poorly, you're out a lot of money. This is if you see the rug in the value of the rug, and the rug alone. If you love the presentation, love the rug, pay whatever you want.
